David J Jones is a retired Lancashire Constabulary
officer.
He has
a wide experience of policing issues obtained through operational roles as a
Constable, Sergeant, Inspector, Chief Inspector, Superintendent and Chief Superintendent.
He wrote, tested and produced many emergency,
security and
operational plans for the Lancashire Constabulary ranging from policing of political
conferences and poll
tax demonstrations to nuclear incidents. In addition he was involved in a management
capacity for 22 of his 32 years as a police officer, 17 of those at a strategic
level.
Over his last 5 years as a
police officer he was involved in designing and implementing some of the major
changes that helped Lancashire Constabulary become a much-praised modern police
force. He was a member of the
Constabulary's Senior Management Team and involved in the development of
strategy and the management of change on a daily basis.
He was a co-author of the ACPO Crime Reduction
Strategy, a member of the ACPO Crime Prevention Sub-Committee and a speaker at
numerous local, regional and national conferences on crime reduction and
community safety issues. On leaving the police service in 2001 he set up his
own small consultancy company and led a HMIC (Her Majesty's Inspectorate of
Constabulary) Inspection team examining how six UK county police forces input
information about arrested and convicted persons onto the PNC (Police National
Computer). This was followed by further HMIC contracts to report on how the London
Metropolitan Police, West Midlands Police, Greater Manchester Police,
Merseyside Police and the British Transport Police use PNC.
David
now uses his experience and skills to provide staff development and strategic management support in relation to
all manner of policing and other issues. He specialises in management training,
strategic security
reviews, policing policies and strategies and the management of
the operational
application of the RIPA and PNC . He also offers a 'critical friend' service
in relation to the delivery of policies, procedures
and the Policing Pledge, 
In
2004 he completed a full review of the Lancashire
Partnership Against Crime (LANPAC), a review of
the management of the PNC, and a project relating
to volunteers for Lancashire
Constabulary and carried out a strategic security review for a local authority.
In 2005 he developed and delivered a management
training course for British Transport
Police (North West Area), provided
ongoing PNC management support for British Transport
Police and Cambridgeshire
Constabulary.
During 2006 he worked
with Cambridgeshire in relation to PNC and Schengen,
and British Transport
Police in relation to PNC, RIPA and Management
Training and successfully coached officers for promotion.
In 2007 David had
four 12 month contracts with
British Transport Police
(BTP) involving strategic
management and staff development , completed a 12 month contract with Cambridgeshire Police
relating to PNC Management , and completed
a report for Gwent Police and British Transport
Police relating to the introduction of mobile data in
those forces.
In 2008 he completed
existing contracts and commenced four
new
contracts involving him with strategic management and policy issues at both BCU
level and national level for the BTP. He
also carried out three strategic reviews for BTP (into
the use of CHIS, TSU and Scientific Support ) and mentored/coached BTP
officers and senior staff from the Ministry of Justice and the Prison Service.
In 2009/10 he worked on four management contracts with BTP and two with
‘WM Enterprise’ (evaluating ANPR for
North West Development Agency and, ongoing, evaluation of ‘virtual courts’ for
the Home Office). In addition he has advised Bermuda Police Service in
relation to internal inspections, and currently coaches BTP officers and senior
staff from the National Offender Management Service (NOMS).
